Young Emperor Qianlong ascends the throne; the old ministers treat him like a child, assassins see him as a fool, and court physicians regard him as livestock—this unfortunate emperor endures it all. Qianlong works diligently, appointing the greatest strategist Liu Tongxun, promoting the cunning Fu Kang, and favoring the petty official Na Shan; all three are rare talents, and Qianlong encounters them all. Shandong faces a flood, and Liu Tongxun digs straw from the dike to report to the emperor, but Qianlong stubbornly refuses to see him. In a brothel, under the bed of a famous courtesan, the emperor and minister awkwardly discuss state affairs—an unspeakable embarrassment, illustrating the total loss of dignity and decorum that Qianlong embodies. Liu Tongxun steals food from the emperor's pocket to provide disaster relief. Qianlong discovers that the Shandong dikes are a "tofu dreg" project; the Minister of Water Resources attempts to cover it up, planning to blow up the dike, nearly turning Qianlong into a "real dragon," losing both face and substance. Liu Tongxun is ambushed on the way back to the capital, inflating his worth to 200,000, and bandits extort the emperor. This leads Qianlong to borrow money while Fu Kang leads a brutal crackdown on the bandits, resulting in significant losses for Qianlong. In jail, he devises scheming plans: obstructing Qianlong from attending court while Fu Kang secretly manipulates events. Na Shan mourns in filial attire, leading to a catastrophic disaster, all of which Qianlong bears the blame for. Liu Tongxun inspects the Ministry of Revenue, discovers the accounts are forgeries, and sets fire to the Ministry, forcing Qianlong to open the national treasury and hand over the true account books. The Empress Dowager's brother, Gui Rong, is executed; what was intended as a scheme backfires, resulting in a major scandal that entangles the entire court, all caused by Qianlong's actions. Qianlong favors Na Shan, who curries favor to amass wealth by seizing shops and closing the Imperial Academy, raking in gold daily, earning the nickname "The Money-Grabbing Emperor." Liu Tongxun risks his life to advise against this, while Fu Kang and Na Shan engage in a deadly rivalry; Qianlong arrests and executes courtiers indiscriminately, regardless of loyalty or disloyalty. Liu Tongxun delivers clever plans in three secret scrolls, all perfectly calculated, but Qianlong dismisses them, determined to act independently, only to suddenly find himself imprisoned as well. Na Shan's ambition reveals itself, assembling troops outside the palace; Qianlong finds himself in a deadlock, with no way out.
