The film tells the story of an unprecedented disaster triggered by a once-in-a-century major flood. After the flood, a historically rare outbreak of poliomyelitis (poliomyelitis) spreads like a plague in the small town, affecting over 1,000 families. Party member Zhang Baohe, with the support of his wife, begins to help these children afflicted by poliomyelitis.
