In the late 1970s, Atlantic City, which had just opened its casino industry, was in a transition between old and new eras. Sally worked as a waitress at a legal casino and was learning how to be a dealer from a Frenchman, hoping to one day make a fortune in Las Vegas. Bachelor, who lived in the same apartment as Sally, was the lover and caretaker of an elderly widow named Grace and had a long-standing crush on Sally. David met Bachelor and used him to sell cocaine, but was soon killed by the mob. Unable to find the drugs, the mob came looking for Sally. Bachelor killed two mob hitmen and drove away with Sally to Florida. Sally stole part of the drug money at a motel and went to Las Vegas to chase her dreams, which Bachelor knew but did not stop. Bachelor called Grace to tell her he was the wanted murderer and then returned to Atlantic City. The two sold the remaining drugs and walked happily along the boardwalk, with the rapidly changing Atlantic City behind them.
