The story takes place during the Liberation War. Ma Yunfei (played by Yu Zhen), an underground member of the Communist Party who has infiltrated the Kuomintang, is appointed as the leader of the special task force in the Ministry of Defense. He leads a team to Tokyo to escort Shi Yanfu (played by Liu Wenzhi), the culprit behind the Nanjing Massacre, back to China for trial. However, they encounter various difficulties and obstacles along the way, including staunch militarists and high-ranking traitors hiding in the Military Commission. Under Ma Yunfei's leadership, the special task force consistently prioritizes national righteousness and interests, overcoming numerous hardships to finally escort the war criminal to the Nanjing court, also exposing the horrific atrocities of the 731 Bacterial Warfare Unit. Just as they are about to complete their mission and return to their unit, news arrives that Shi Yanfu's former troops are attempting a prison break.
