The story takes place in a small town in Florida, USA, where a fierce hurricane strikes unexpectedly. Haley (played by Kaya Scodelario) is a swimmer who, during training, receives a call from her sister informing her that their father, Dave (played by Barry Pepper), is missing. The government orders all residents of the town to evacuate their homes, but Haley cannot abandon her father and defies the order to return to his house. Sure enough, in the basement, Haley finds her severely injured father, and had she not shown up, Dave would have almost certainly died. Now, the father and daughter must face a basement gradually filling with floodwater, but Haley soon realizes that their adversaries are not so simple; there are evil and vicious shadows lurking beneath the surface of the water.
