After the death of her husband, Queen Victoria (Judi Dench) falls into deep sorrow and is unwilling to govern, retreating to a secluded life in Scotland, much to the concern of her ministers. To help resolve the queen's emotional turmoil, the ministers bring in Mr. Brown (Billy Connolly), a servant who once served alongside the king, placing him by the queen's side for companionship.
