This film tells the story of the early 21st century, when a civil war breaks out in the United States, and a dictatorial regime overthrows democratic institutions, self-designating as Congressional Supervisors. Various heroes rise to resist, and the country is engulfed in flames of rebellion, with martial law being implemented more stringently across the land. The only free city, Steel Harbor, is a place of chaos. The Fire Phoenix runs a bar here, moonlighting as a bounty hunter while fighting alongside a group of rebels. Aisling is a freedom fighter who once had a romance with Fire Phoenix. She helps Dr. Dai, a female scientist, escape Washington and flees to Steel Harbor. In desperation, she seeks help from Fire Phoenix, and a subtle romance develops between them.
