In Hong Kong's Temple Street, various forces gather and intertwine. Blind Hui (played by Tsang Kwok Cheung), physically disabled and making a living under the gangster boss Yan Chan Lok, falls in love with a girl named Xiao Hui who has illegally immigrated from the mainland. The PTU team uses Blind Hui to take down the drug trafficking den operated by the gang and Liansheng, triggering a conflict between Liansheng's boss Sang Kwan and Yan Chan Lok. During Sang Kwan's pursuit of Blind Hui, he is ambushed by Yan's men and falls to his death.
