Newly appointed inspector Raymont and his assistant Amy are tasked with investigating a corruption case within the police department when they uncover an even more secretive crime network involving the highly respected officer Peck. Peck is actually a very sinister person; while pretending to be friendly with Raymont, he also sows discord between Raymont and his wife.
