The movie "The Emperor's Edict of the Peony Fairy" tells the story of the "number one peony under heaven." In winter, Empress Wu Zetian decrees that all flowers should bloom. Ruiyu (played by Yuan Fei), the flower girl entrusted with the peonies, insists on protecting their blooming period and refuses to allow the peonies to bloom out of season, leading to her exile to Luoyang. During her journey, Ruiyu accidentally obtains evidence of Wu Chengsi's rebellion and is pursued by Wu San (played by Guo Fengzhou) all the way. While passing through an ancient county plagued by a deadly epidemic, where the people suffer, Ruiyu pleads with the escorting soldiers for a brief stop to treat the sick.
