John (played by Andy Lau), who escaped from Vietnam, helps on his brother's cargo ship in the Philippines, only to find out that his brother is involved in murder and smuggling, making a fortune while accumulating blood debts. One day, on the way to Hong Kong, the cargo ship encounters a group of Vietnamese refugees stranded at sea. The crew pretends to rescue them, but after the refugees board, they reveal their true intent with knives. John recognizes his old friend Garry (played by Chiu Keng Yeung) and fights desperately to save him, but Garry loses his memory in the collision. The cargo ship is inspected at the Hong Kong dock, and the unidentified Garry injures a police officer and jumps overboard to escape, leading to the ship being detained by the authorities. The captain and crew fear Garry will expose their murder and smuggling operations, so they dispatch crew members to track him down. In the following days, a series of murders occur at the dock. Inspector (played by Angela Yeung) of the Hong Kong police investigates and discovers these incidents are related to the escaped Garry, prompting an immediate pursuit, during which she uncovers deeper secrets...
