After a failed hostage rescue operation, negotiation expert Jeff (Bruce Willis) from the Los Angeles Police Department feels disheartened and thinks he's no longer fit for such an important job. He applies to be transferred to a police station in a well-behaved small town, hoping to spend the rest of his life there peacefully. One day, three young delinquents in the small town attempt to steal accountant Smith's (Kevin Pollak) car and accidentally trap themselves in a mansion, panicking and taking Smith's family hostage. The town's police, unaccustomed to such situations, are thrown into chaos. Jeff is forced to step in once more and return to his old profession. At the same time, Jeff's own family is also taken hostage. How will Jeff handle this double kidnapping case?
