Senior Commissioner Yung Da-gong has just completed his visit to Hong Kong and is about to leave. However, at the airport, an assassin suddenly appears to attack Yung. Yung is hit by three bullets and is in critical condition. Inspector Cheung Chi-chung (played by Lau Tak Wah) arrests the female assassin who falls while trying to escape. The case is then handed over to Chief Inspector Yiu Tin-ming (played by Fang Zhongxin). The fallen assassin, Kitajo Mari (played by Hakata Hisako), has short-term amnesia and is unable to provide any clues. Meanwhile, Yiu Tin-ming's family is held hostage by a group of international terrorists led by "Odosan" (played by Chiba Shinichi). Fearing for his son's safety, Yiu has no choice but to secretly comply with the terrorists, pretending to kill Kitajo Mari while actually taking her away, hoping to learn the true identities of the terrorists and rescue his son. The police respond quickly to Yiu's "betrayal," with Inspector Cheung issuing a warrant for both Yiu and Kitajo. It turns out that Kitajo was abducted by Odosan at a young age, raised and trained as a cold-blooded assassin.
