In the early 1960s, China had just emerged from three years of natural disasters, and a fierce struggle unfolded in rural areas over whether to implement the "Three Selfs and One Package." The branch secretary of the Bull Horn Stone brigade, Qi Lanzi (played by Hu Jing), led the opposition together with poor and lower-middle peasants, while the prefectural cadre Chen Bingren (played by Chang Wenzhi) and brigade committee member He Yide (played by Wang Baoshan) strongly supported it. He Yide spread rumors to confuse the masses and poisoned Qi Lanzi's pigs. Left with no choice, Qi Lanzi wrote a letter to the Central Committee reflecting the situation.
