Japanese terrorists Akai Tora have made Hong Kong an important base for smuggling arms in the Asia-Pacific region. They also use advanced technology to intentionally challenge the SAR government, which is helpless and poses a serious threat to the safety of all citizens in Hong Kong. Officer Chan Chung (played by Eric Tsang) in order to prove his capabilities, selects four rebellious youths, Jack (played by Nicholas Tse), Match (played by Stephen Fung), Alien (played by Sam Lee), and Millennium Bug (played by Yip Pui Man), from the police academy to form a new police force, aiming to capture Akai Tora.
