After the Pan-Consumer Corporation completely took control of Detroit, it collaborated with the Japanese Kanemitsu Corporation to form OCP, developing Delta City in Detroit and recruiting mercenaries to create a violent reconstruction team to expel residents. A significant number of displaced residents formed armed forces to defend their homes against the tyrannical plans of the conglomerate, with young girl Nico (played by Remy Ryan Hernandez) standing out in the resistance due to her exceptional computer skills. During a mission, RoboCop Murphy (played by Robert John Burke) and his old partner Lewis accidentally discover the hiding place of the residents. Driven by a sense of justice, Murphy engages in a shootout with the approaching reconstruction team, suffering severe damage, while Lewis tragically dies. Murphy decides to join the resistance. Meanwhile, the Japanese side sends the ninja agent Yamichi to execute the demolition plan, and the head of the reconstruction team uses a traitor within the resistance to track down the headquarters of the resistance. With Nico's help, Murphy is repaired by Dr. Lazarus and aligns with Detroit police officers who, disgusted by the violent actions of the reconstruction team, choose to stand with the residents for the final battle against Yamichi and the reconstruction team.
