In order to save financial expenses, the state government plans to close one of the two police academies led by Lassard and Mouser. To gain an advantage in the survival competition, both principals use their best strategies. Mouser flatters the governor and the education supervisor and secretly places two insiders at the Lassard academy; meanwhile, Lassard recalls former outstanding students to assist as instructors. As a result, Mahoney (played by Steve Guttenberg), Tackleberry, and four others return to the police academy. To ensure victory, Mouser sends troublesome students over to Lassard's place, and soon a group of quirky students gathers at the Lassard academy: from the cowardly glasses-wearer and the gang leader from the previous installment to a Japanese exchange student proficient in karate. Mahoney and the others must turn these students into qualified police officers in a short time, but this task is not simple. Aside from the students' own limitations, Mouser's group is also secretly sabotaging...
