The film's story takes place in the fictional country of Laika and Hong Kong, China. Recent police academy graduate Ah Shan (played by Gu Bin) is given a critical mission to help the criminal organization's right-hand man, Ah Tian (played by Andy On), remove obstacles in prison, seeking to get close to him and gain his trust to collect evidence against the crime syndicate.
