The story begins in the year 1154, after the death of King Stephen, when Henry II (played by Peter O'Toole) ascends to the throne. For a long time, the English Crown has adopted a harsh repressive attitude toward the Saxon natives. However, Henry II's best friend Thomas (played by Richard Burton) is a Saxon. After his ascension, Henry II promotes him to Prime Minister. Thomas possesses remarkable wisdom and courage, under his leadership, the British Empire repeatedly wins victories on the battlefield and expands its territory. Later, Henry II sends Thomas to the church to become the Archbishop. His position, being closer to the people's livelihood, allows Thomas to empathize more deeply with the suffering of the poor, and soon he gains the love of the people, which makes Henry II increasingly uneasy.
