In the small Baima Town, two soulmates, Young Master Gong (played by Nicholas Tse) and Young Master Ba (played by Louis Koo), sign up to become constables. Unfortunately, despite having great skills and lofty ambitions, they are relegated to the kitchen and laundry room, serving as intern constables who are subject to being bossed around and scolded. One day, a stronghold breaks into the home of the wealthy Zhang family, leading to the massacre of all family members, with no one spared, and the valuable white jade Guanyin statue goes missing.
