In 1962, during a period of economic hardship in mainland China, Shantou youth Wu Guohao (played by Lu Liangwei), who fled to Hong Kong amidst a wave of refugees, unwilling to be bullied by the triads, turned to triad boss Fei Bo (played by Zheng Zeshi). After several desperate bloody battles, he gained Fei Bo's favor and established his position in the gang, growing in power. Gradually feeling threatened, Fei Bo set a trap that led to Wu Guohao being chased by drug lords. Although it didn't cost him his life, he ended up losing a leg, and eventually, he was framed and imprisoned by his enemy. With the help of Inspector Lei Zonghua, Wu Guohao took over all of Fei Bo's territory, becoming the head of the four major triad families. He was also able to buy off people in the police force to protect his drug operations. However, as the establishment of the Independent Commission Against Corruption in Hong Kong approached in 1973, coupled with his arrogance and growing isolation from allies, his fortunes began to decline.
