Huang Tianxing is a skilled detective from Qingdao City who harbors a deep hatred for evil. During a chase after a thief, he inadvertently discovers a female corpse. Upon investigation, he learns that the victim is a wealthy girl who died due to a failed abortion at a Western-style gathering place. Later, Huang finds out that the girl frequently visited the Ren'ai Welfare Association and sneaks in to investigate. He witnesses the debauchery within the association and, just as he is about to capture the head, Shuzi, he is ambushed. Fortunately, he is helped by a girl disguised as a maiden, and they eventually capture Shuzi. Afterwards, due to pressure from the head of the guard, Zhao Baocheng, he can only release Shuzi. Huang meets Lei Ying, a female agent sent by the central government, who is also the girl who saved him and the sister of his apprentice Fangying. Fangying was a female cop who unfortunately fell victim to Zhao's scheme. Lei Ying is here to gather evidence against the illegal organization and to avenge her sister. Huang captures the notorious thief Zhu Yuan Kui, and during the evidence collection, discovers proof of Zhao's corruption in the mint. He reports this to the chief, and Lei Ying presents it to the central government, leading to Zhao's dismissal and prosecution. This film is a complete plagiarism of the Japanese movie "The Royal Dentist, Hell’s Punishment."
