Song Zihong (played by Ti Long), an important member of an international counterfeit group in Hong Kong, shares a brotherhood with Mark (played by Chow Yun-fat). During a deal in Taipei, Song Zihong is betrayed and captured after being shot by his subordinate Tan Cheng (played by Li Zixiong). To avenge his good brother, Mark goes to Taiwan alone but ends up being crippled, causing his status in the underworld to plummet. Shortly after, Song Zihong’s father dies. Song Zijie (played by Leslie Cheung), who has always idolized his brother, learns the truth about Song Zihong's identity and develops a deep hatred for the gangster world. He vows to eradicate the gang's influence using his police identity. After Song Zihong is released from prison, he disregards Mark's advice and is determined to turn himself in, but is unable to earn Song Zijie's forgiveness. At this time, Tan Cheng, now the head of the gang, seeks to collaborate with Song Zihong again. After being rejected, he threatens to harm Song Zijie. Left with no options, Song Zihong decides to join forces with Mark to fight against powerful enemies.
