In the first part, Brother Mark (played by Chow Yun-fat) dies in a hail of bullets. Song Zihao (played by Ti Lung) reconciles with his brother Song Zijie (played by Leslie Cheung), and the story of heroes continues. The police suspect that Song Zihao's mentor, Long Si (played by Shih Kien), is using a shipyard as a cover to secretly control a counterfeiting group. He sends Song Zijie to get close to Long Si's daughter, Xiao Hui, to act as an undercover agent. To ensure his brother's safety, Song Zihao has no choice but to apply for parole and assist the police in the investigation. In fact, Long Si is unaware of his subordinates' criminal activities. He is framed by his trusted aide Gao Yingpei and forced to flee to New York. The victimization of his daughter causes him to go insane, but with the help and protection of Brother Mark's brother A Jian (played by Chow Yun-fat), he gradually regains his sanity. Out of moral duty, A Jian gives up his long-running restaurant and returns to Hong Kong with Long Si. On the Hong Kong side, the Song brothers manage to earn Gao Yingpei's trust after facing numerous hardships and obtain evidence of the counterfeiting group's crimes. After meeting with A Jian and Long Si, the four plan a fiery revenge operation, paying a price of blood and even lives.
