This time, international police officer Chan Ka-Kui (played by Jackie Chan) is commissioned by the CIA to investigate an international nuclear weapons trafficking group. Both his superiors and Chan initially think it's just a fantasy, and they don't believe any organization could procure nuclear weapons from the black market, thinking the investigation only concerns a group of rabble. However, when Chan tracks suspect Xu Jie during a transaction and unexpectedly discovers a nuclear missile base in Ukraine, he realizes the seriousness of the situation. The parties involved in the transaction discover Chan, and as he escapes, he accidentally falls into an icy lake, miraculously saved by the Russian military. After his recovery, Colonel Grig of the Russian military dispatches him to Australia to track down Xu Jie's sister, Annie (played by Wu Chenjun). But as soon as Chan arrives in Australia, he is hunted by local gangs, and he begins to sense that there is more to the situation than meets the eye.
