The story takes place in a small town named Garrison, where most residents are police officers, earning it the affectionate nickname "Police Town." In an unfortunate incident, Officer Babich (Michael Rapaport) mistakenly believes that two young men are about to shoot him. Acting on instinct, he preemptively shoots and kills the two. Later, Babich discovers that the young men were holding a steering wheel lock, not guns. Babich's mistake becomes a local scandal. To cover it up, his colleagues devise a plan, and ultimately, through their clandestine actions, a gun mysteriously appears in the young men's car. Babich is transformed into a missing hero who allegedly maintained peace in the town. However, the truth cannot be hidden forever, and Babich's secret, along with that of Police Town, is uncovered by a young sheriff named Freddy (Sylvester Stallone) during an unexpected turn of events.
