The story takes place in Los Angeles in 1999, where Dave (Woody Harrelson) is a Vietnam War veteran who became a police officer after his service. Dave has his own sense of right and wrong and a strong sense of justice, preferring to handle lawbreakers in his own violent and bloody way, firmly believing that his actions are justified. Dave has been married twice, and his two ex-wives, Catherine (Anne Heche) and Barbara (Cynthia Nixon), happen to be sisters. When Dave realizes that corruption has permeated the entire police department, he understands that his life has reached a very difficult point, and his dark past is resurfacing. Exhausted, Dave does not know what to do next.
