The story takes place on the high seas, where legends say a prehistoric giant beast guards a treasure worth a fortune at the ocean floor. The rumor quickly catches the attention of countries worldwide, with the United States, Japan, and others sending spies to investigate secretly, all eager to get their hands on the treasure first. Charles (played by Peter Stormare) is a senior American spy, ambitious and unscrupulous in his methods. As foreign agents get closer to the treasure, Charles decides to illegally hire a criminal organization to work for him. Just as the competition for the treasure intensifies, the giant beast that had been sending signals suddenly disappears overnight. Coast Guard officer Lin Hai (played by Zhang Xu) notices illegal activities on the sea and leads his team in a desperate struggle against the criminals.
