The movie is based on the popular comic "City of No Crime" and tells the story of international financial mogul Solan, who establishes a lawless "City of No Crime" on a remote island in the Pacific. Many wanted criminals flock there seeking refuge. International special forces soldier Tang Ke goes undercover in the City of No Crime with the aim of dismantling the criminal organization, but unfortunately falls into Solan's trap during his mission.
