Senior Hong Kong Police Superintendent Law Ching Tin fled to the United States after violating anti-corruption laws. His son Robin obtained a gang roster in Hong Kong and traveled to the U.S. hoping to hand it to his father to clear his corruption charges. However, gang killers Ah Kin and Siu Man have been tracking them. Meanwhile, a devil fish named Flower Destroyer is wreaking havoc in the U.S., harming young women. During these events, Robin's brother Michael and the sister of the street queen were both murdered. Robin and the street queen vowed to track down the killer. Ah Kin and Siu Man colluded with the American gang, assassinating Law Ching Tin but failing to find the roster. While Robin was tracing the whereabouts of the devil fish, he was pursued by Ah Kin's team. In a life-and-death moment, he met Ching Tin's adopted daughter, Shan Shan. Learning that she had the roster, Robin and the street queen, with the help of the police, successfully eliminated the devil fish, and Ah Kin's gang was also brought to justice. In the end, Robin took the roster and set off on a new journey alone.
