Stephen (William Baldwin) and Brian (Kurt Russell) are brothers who are as close as family. Their father was a firefighter who tragically lost his life during a rescue operation. Although Stephen and Brian are proud of their father, they also harbor some resentment towards the profession of firefighting. After growing up, Stephen follows in his father's footsteps and becomes a firefighter. Influenced by his father, Stephen puts his life on the line during every mission, which creates a lot of tension in his relationship with his wife. In contrast, Brian is quite the opposite; having witnessed their father's death, he is very fearful of fire. A notorious arsonist appears in the city, and Officer Donah is in charge of the investigation, with Brian serving as his able assistant.
