The leader of a gang is shot dead while returning home at night, and the killer's whereabouts are unknown. The gang engages in discussions regarding the issue of succession. To avoid division and disputes, the elder member Ma Gong (played by Wu Ma) and lawyer Wang (played by Huang Zhan) agree to designate the honest and hardworking A Xiu (played by Li Xiu Xian) as the gang's heir in the name of the deceased leader. On the other hand, A Tai (played by Chen Kuan Tai), who is a contemporary of A Xiu, receives a call from the leader's driver one day, claiming that A Xiu was behind the assassination of the leader. A Tai's younger brother, Xiao Qi (played by Stephen Chow), becomes enraged upon hearing the recording and vows to make A Xiu pay the price. A war entangled in gang conspiracies, vendettas, and brotherhood soon unfolds…
