The strong and powerful Xia Hou Wu (played by Donnie Yen) was once a disciple of the He Yi Sect at a martial arts school in Foshan. Eager to prove himself, he accidentally killed an opponent during a match while working as an instructor in Hong Kong, which led to his imprisonment. One day, three years later, a bizarre car accident occurs on a busy street, and it seems that the deceased was brutally murdered by a highly skilled martial artist before the accident. Upon seeing the news in prison, Xia Hou Wu realizes that there is a systematic hunt targeting members of the martial arts world underway. He insists on meeting Inspector Lu Xuanxin (played by Sandra Ng) of the major crimes unit, and, having correctly predicted the next victim in the case, he gains her trust and is allowed to assist the police with the investigation. Meanwhile, the physically disabled Feng Yu Xiu (played by Wang Baoqiang), who has developed extraordinary skills, challenges hidden masters in the busy city and kills them ruthlessly after winning.
