Bucky (played by Josh Hartnett) and Lee (played by Aaron Eckhart) are both top boxers, with Lee known as "Mr. Fire" and Bucky as "Mr. Ice." Lee is part of the police department's special unit, while Bucky is more down on his luck. During a boxing match held at the police station, Bucky deliberately loses to Lee to gain entry into the department and becomes Lee's partner, and the two become close friends. The two are assigned to investigate a serial murder case committed by a guy named Nash. During an ambush operation, Lee shoots a suspicious observer to save Bucky but fails to capture Nash. They later discover the body of a victim named Short who is referred to as the "Black Dahlia," and the cause of Short's death is horrifying. Lee quickly abandons the Nash investigation to focus solely on Short's case, while the early release of a bank robber named Bobby, who had been captured by Lee in the past, causes Lee to feel overwhelmed. To help his partner, Bucky begins his own investigation. However, as the truth starts to surface, he uncovers hidden secrets about Lee.
