Hong Kong inspector Fu Yonglin (played by Wu Yijiang) is prosecuted by the ICAC for corruption. While being taken to court, he is rescued by his accomplices, and in the chaos, a senior inspector is killed. After fleeing to the mainland, Fu colludes with local thugs to rob banks and murders indiscriminately, becoming the country's number one wanted criminal.
