A special task force composed of military police and police struggles to capture the internationally monitored drug lord Li Wencan (played by Zhou Jiayou) and his partner, the limping Xiong (played by Chen Yuehu). A fierce gun battle ensues between them, and poor communication between front-line four-star officer Chen Bangxing (played by Chen Tenglong) and military police team leader Liu Qing'an (played by Bu Xueliang) leads to the failure of the encirclement operation, putting officers Lu Dianfan (played by Wu Zongxian) and Lin Yujing (played by Wu Chunjun) at risk. After the mission, senior police officials negotiate with the military police command to review the situation, expressing concern over the increasingly internationalized and professionalized crime syndicates. To enhance cooperative capabilities in combating crime, it is decided to form a special task force, code-named "Night Hawk," organized jointly by military police and elite police units, following the original military police structure. The special training center is established at a military police base, where training is conducted uniformly by the military police. On the day of training commencement, various heroes gather, including Chen Bangxing and Liu Qing'an, who had initially participated in the operation. Due to the previous mission's failure, there is underlying tension between the two groups, resulting in mutual mockery. Suddenly, Sergeant Major Li Guoji (played by Zhang Zhiyao) appears, demonstrating exceptional skills and intimidating everyone. After rigorous training, the day for "Night Hawk" operations arrives. The higher-ups instruct that Li Wencan has escaped to Taiwan, and undercover arrangements are made for his elimination.
