Principal Lassard, facing the difficulties of timely police work, comes up with a creative idea and introduces the "Citizens on Patrol" program, which is managed by the police academy to train community volunteers to strengthen the police-community relationship. Consequently, Mahoney (played by Steve Guttenberg), the gang of six including Tackleberry, and Commandant Lassard are once again called back to the academy. Meanwhile, former instructor Captain Harris is concerned that the volunteers will interfere with the work of the police and openly opposes Lassard’s plan. The graduates from the police academy quickly begin recruiting volunteers, prompting a group of skateboarders, led by the rough Harris, to join in. The Citizens on Patrol program is officially launched; however, Lassard must attend an international police conference, leaving the school temporarily in Harris's hands. Naturally, Harris, who is opposed to the initiative, does not make things easy for Mahoney, the instructors, and the volunteers. Yet, a jailbreak incident quickly tests the skills of the volunteers…
