In the casino, the well-known "Thousand-Handed Brother" Tai has capable subordinates Xu Qiang and Duan Zhiyong. During a gambling game, the two help Tai deceive Uncle Biao out of a large sum of money, keeping part of it for themselves, thus sowing the seeds of disaster. Young girl Ice Chan mistakenly believes Yong to be Tai’s son. To avenge her father's murder by Tai, she gets close to Yong under false pretenses, and Yong thinks he is having a romantic encounter. Years ago, Chen's father and Tai were brothers in arms, but after a misstep during a gambling game, Tai killed Chen's father to protect himself. Ice fled to the United States and honed her skills. Upon returning to Hong Kong, her sole focus is to take down Tai. Yong frequently interacts with Ice, and with Qiang wanting to emigrate to Canada, Tai becomes dissatisfied and realizes he can no longer trust the two. Tai informs Uncle Biao, and they conspire to eliminate Yong and Qiang. Qiang is severely injured in a car accident, while Yong is captured and tortured, ultimately succumbing to his injuries. Before dying, Yong instructs Ice to deliver a videotape to Qiang, who then passes it to the police to bring Tai and Biao to justice. The process is fraught with danger, leading to a rift between Biao and Tai. Ice and others wait for the right moment to strike down Tai, while the police arrive in time to arrest Biao and his gang. In the end, Qiang plans to emigrate and asks Ice to catch up with him when she passes through Canada.
