In May 1949, the recently liberated Shanghai was still engulfed in smoke and scars from the past. On May 28, Chen Yi (played by Wei Qiming) took over the mess left by the Kuomintang as the Communist mayor. Starting anything is difficult; how to manage the largest industrial city in China at that time kept Chen Yi awake at night. Seizing the opportunity to attend a banquet, he explained the Party's policies to capitalists to boost their confidence in the national economy, quickly restore industrial production, stabilize prices, and crack down on unscrupulous merchants.
