Located in the Cayman Islands of the West Indies, with swaying palm trees and clear waters, it is just over an hour's flight from Miami. The island has a population of over 40,000, almost half of whom are immigrants and merchants from around the world. Among the colorful crowd, perhaps the best hiding place that bankrupt Miami businessman Redley (Bill Paxton) could think of was here. Before the federal government came to collect the enormous taxes he owed, he fled with his daughter Pipa and a million dollars to this tropical island, 500 kilometers away. The first thing Redley did upon arriving on the island was to seek out banks that could help him launder a million dollars in dirty money, unaware that his daughter was infatuated with the local thug, Fritz (Victor Rasuk), upon her arrival. He also did not realize that Fritz's powerful creditor—the island's gang leader (Stephen Dillon)—had set his sights on him. Fritz's good friend, British fisherman Charles (Orlando Bloom), fell in love with the wealthy local businessman’s daughter, Andrea (Zoe Saldana). Despite the stark class differences, their passion finally erupted, only to be interrupted by Andrea's brothers. To punish the poor immigrant for tarnishing the family’s reputation, Andrea's brothers brutally attacked Charles. Disfigured and losing his lover along with his hope for life, Charles's despair turned into a burning desire for revenge against the corruption lurking on the island. This modern tragedy reminiscent of Romeo and Juliet takes a turn towards another tragic ending after Fritz enters the scene.
