In the picturesque Orinoco River basin of the Venezuelan Amazon, songs of joy and enthusiasm fill the air. U.S. Ambassador Arnold Regis and Venezuelan Foreign Minister Sergio Cordoba are engaged in political discussions, but their good fortunes are short-lived as they suddenly come under attack by a school of piranhas. A bloody massacre ensues, leaving no survivors. Soon, news of the ambassador's death reaches the United States, prompting Secretary of State Bob Grady (played by Barry Williams) to dispatch special forces operative Jason Fitch (played by Paul Logan) to investigate. Meanwhile, geneticist Sarah Monroe (played by Tiffany) from Los Angeles and her team are conducting tests on the organisms in the Orinoco River. They discover that the piranhas intended for experimentation have somehow escaped into the river and are rapidly growing in size. She hopes Jason can persuade the obstinate Colonel Diaz to seal off the river. However, it seems it may already be too late...
