In the northeastern part of Japan, in the city of Habayato, Fukushima Prefecture, a series of levee reconstruction projects are underway. At the same time, mysterious death cases are occurring one after another. Among them, Takikawa, a reporter from the Habayato Daily, investigates the case of Kawasaki Akio's (played by Tatsuya Nakadai) mistress, who is believed to have died in a mountain road accident. Her peer, Ouchi Tomoko (played by Ryoko Nakano), finds it suspicious and secretly begins her own investigation. On the other hand, an insurance company suspects that Kawasaki may be involved in insurance fraud and sends a retired member of the Self-Defense Force special unit, Mizusawa Yoshifumi (played by Ken Takakura), to investigate the matter. Mizusawa collaborates with Tomoko, but they are obstructed by Kawasaki's gang, the Nakato Group, and their backer, Oba Kazunari (played by Rentaro Mikuni). Meanwhile, detective Kitano (played by Isao Natsuyagi) discovers that Mizusawa and Tomoko, who seem unfamiliar with each other, are intricately connected, and their ties can be traced back to a bloody tragedy that occurred in a mountain village a year ago... This film is adapted from the original work by Seiji Morimura and won the 1979 Readers' Choice Award from Mainichi Film.
