An old homeless man (Rutger Hauer) passes through a city engulfed by rampant criminal activities, filled with heinous crimes like child murder and forced prostitution. The Derrick family, secretly ruling this place, revels in street killings, with Old Derrick (Brian Downey) and his two sons terrorizing the streets. The homeless man saves a prostitute named Abby (Molly Dunsworth) from the hands of Derrick's son, only to be set up and severely injured by the police. Trying to abide by the survival rules of this wicked city, the homeless man endures humiliation, but things take a turn for the worse when he's targeted in a robbery. Fed up, he finally decides to pick up a gun to seek justice, going on a violent rampage against criminal offenders, sparking a passionate revolt among the city's residents. The Derrick family, not to be outdone, uses the media to issue a death warrant against all homeless people, and soon, the city of evil runs red with blood...
