An old homeless man (Rutger Hauer) passes through a city engulfed by rampant criminal activities, filled with heinous crimes like child murder and forced prostitution. The Derrick family, secretly ruling this place, revels in street killings, with Old Derrick (Brian Downey) and his two sons terrorizing the streets.
