Song Shijie (played by Stephen Chow) is a famous lawyer during the Qing Dynasty. His outstanding eloquence and ability allow him to criticize the high-ranking officials in the government and provide justice for many. Although he is dissatisfied with the corruption and darkness in the officialdom at that time, he still accepts many bribes, some of which are ill-gotten gains, all of which come back to haunt his sons, as over a dozen of them fail to grow up. His wife (played by Anita Mui), for the sake of their unborn child, sternly demands that he put down his pen and stop being a lawyer. Despite Song Shijie's extreme reluctance, he agrees to his wife's request. His wife encounters a widow (played by Ng Ka-lai) who is filled with grievances, and out of sympathy for women, she asks her husband Song Shijie to take on the widow's case, thus forcing him to re-enter the legal world. In the process of seeking justice for the widow, he once again sees the darkness of the officialdom and nearly faces confiscation of his property and loss of his life...
