The competent and brave Valerie (played by Naomi Watts) is a secret agent in the CIA’s "Counter-Proliferation" division, tasked with investigating the potential existence of weapons of mass destruction in Iraq. However, the investigation reveals no ongoing nuclear weapons programs, which is vastly different from what many U.S. officials expected. Valerie's husband, Joe (played by Sean Penn), is a diplomat assigned to investigate whether local entities in Africa sold enriched uranium to Iraq, and his findings also show no relevant signs. Subsequently, Joe publishes an editorial in The New York Times detailing his investigation results, which unexpectedly sparks an intense public dispute. Valerie becomes fatally implicated as her identity as a covert agent is leaked to a Washington journalist, making her work overseas increasingly difficult and jeopardizing her safety and that of her colleagues. Friends and family cannot cope with the situation and distance themselves from her. Is this an accident or a deliberate framing? Facing the brink of collapse in both her work and personal life, Valerie must endure humiliation and fight back against the powerful conspiracy behind it all with her frail body...
