A pair of ethereal young lovers—Peng Shaowen and Cheng Xueke—are in a desperate escape to the city gate of Yuyao County, pursued by a group of ruthless martial arts masters. Liu Butou interrogates Peng Shaowen and Cheng Xueke, discovering they are completely ignorant, not even knowing the era and dynasty name. Yuyao's county magistrate, Chen Guangyun, becomes infatuated with the beautiful Cheng Xueke, and when she fiercely resists him, he scratches her face. Out of anger and shame, Chen Guangyun fabricates charges, declaring Peng and Cheng to be accomplices of pirates, ordering the head of the guard, Wang Yong, to escort them to Hangzhou for punishment. As the escorting crew passes through Shangyu, where Lu Anjie is stationed, they are ambushed by Japanese ninjas. Wang Yong leads the crew in a panicked escape to Fotu Temple, where they fortuitously encounter Lu Anjie, who is there to pay respects. Lu Anjie lights incense, plays the guqin, and performs a rendition of "Empty City Strategy," scaring the ninjas away. Inside Yuyao City, Lu Anjie, Huang Qiang, and Wang Yong discuss the prisoner rescue incident, and Wang Yong cannot figure out why the ninjas attacked them. Upon hearing that there are thieves among the prisoners connected to the Japanese, Lu Anjie wants to investigate this lead, but Wang Yong, aware of the truth, evades the matter and prevents Lu Anjie from contacting Peng and Cheng. Wang Yong invites the skilled Huang Qiang to escort him to Hangzhou, but Lu Anjie advises Huang Qiang not to accept. Wang Yong reluctantly sets off alone. Halfway, they are attacked by ninjas again. Wang Yong suffers a crushing defeat, and while the other prisoners are unharmed, only Peng Shaowen and Cheng Xueke are captured. Wang Yong escapes back to Shangyu City, seeking help from Lu Anjie, who casually chats with him. In desperation, Wang Yong discloses the truth regarding the false accusations against Peng and Cheng, but Lu Anjie still takes no action, causing Wang Yong to contemplate ending his own life. Before long, Huang Qiang returns with Peng and Cheng, revealing that he had been secretly protecting the escorting crew. After the ninja attack, he trailed them and rescued the two. Huang Qiang captures a ninja, but just as he is about to interrogate him, the ninja bites his tongue and commits suicide, leaving their mysterious actions an unresolved puzzle. Lu Anjie promptly reports the incident to Hangzhou, and Lord Lu, the Vice Secretary of the Justice Department, personally arrives in Shangyu County, summoning Yuyao's magistrate Chen Guangyun for a joint interrogation. Surprisingly, the wily Chen Guangyun has arranged numerous "witnesses" to deceive Lord Lu, and he insists on condemning Peng and Cheng as wicked individuals. Just when things seem dire, Huang Qiang brings a dwarf, and upon seeing him, Peng and Cheng embrace and weep. The dwarf, unable to speak, writes down the story using a brush, revealing that the Peng family was once a prominent merchant family that later hid on a small island. Recently, they were attacked by Japanese pirates, leading to most being killed, with only Peng Shaowen, Cheng Xueke, and himself escaping. The case becomes difficult to determine, leading Lord Lu to order Lu Anjie and Chen Guangyun to go to the Peng family's hidden island to gather evidence. Upon arrival, they discover that Peng Shaowen is actually the son of the late rebel leader Peng Yingyu from the end of the Yuan Dynasty. Chen Guangyun is overjoyed and insists on turning Peng Shaowen over to the court, hoping to redeem himself. However, Lu Anjie feels compassion, knowing that Peng Shaowen will certainly meet a bad end if captured by the court. As a result, the two magistrates argue, with Chen Guangyun threatening Lu Anjie that harboring a court criminal is a death sentence, leaving Lu Anjie momentarily speechless. As night falls and the boat cannot sail, everyone stays on the island for the night. Huang Qiang wanders around and suspects the dwarf has ulterior motives. When he talks to the dwarf about the events of the interrogation session in Shangyu, he finds inconsistencies in the dwarf's statements. The next day, Chen Guangyun suddenly changes his attitude, readily agreeing to protect Peng Shaowen, and surprisingly, the cunning Lu Anjie doesn't show any suspicion and leaves after a brief warning. Shortly after Lu Anjie departs, Japanese ninjas appear on the island. It turns out the pirates are not after the island’s trivial treasures but rather the treasure map tattooed on Peng Shaowen and Cheng Xueke's backs. During Peng Yingyu's escape, he buried a large sum of treasure in a secret place and before dying, split the map into two portions embroidered on his son and soon-to-be daughter-in-law's back, which they would discover on their wedding night. The pirates learned of this from a tattoo artist and relentlessly pursued Peng and Cheng. The dwarf, after being captured, turned to the pirates and was sent to Shangyu by them to rescue Peng Shaowen, not expecting both magistrates to come to the island. The night before, the pirate leader secretly arrived on the island, coercing and enticing Chen Guangyun, promising him a share of the treasure if it was dug up, leading Chen Guangyun to feign agreement with Lu Anjie to get him to leave. When the pirates tear off Peng Shaowen's clothing, he and Cheng Xueke realize the secret they've been carrying, but at that moment, their lives are in imminent danger. Just when the pirates are about to strike, Huang Qiang and his men burst in. It turns out Lu Anjie had merely pretended to leave; not long after the boat departed, he turned back. The dwarf's strange behavior and Chen Guangyun's false pretenses do not escape Lu Anjie's keen eyes; he executed a strategy of retreating to advance, intending to capture the enemies once their plot is revealed. Huang Qiang showcases his martial arts and kills the pirate leader, while Chen Guangyun removes his official hat and surrenders. During the struggle, Cheng Xueke is severely injured and on the brink of death. Peng Shaowen carries his beloved toward the sea, burying the history and treasures of the Peng family deep beneath the waves.
