The desert country of Alabasta has a harsh climate, but King Cobra cares for his people like children and tirelessly works with them to build the nation into a beautiful oasis. However, two years ago, strange phenomena strained the relationship between the king and the people. Due to the potential for conflict, nations around the world have banned the use of a rainfall powder called Dance Powder. Nonetheless, Alabasta had purchased a large quantity of Dance Powder, resulting in drought across the country except for the area around the king's residence, Alubarna. Some citizens believe that Cobra is benefiting himself, and incited by Crocodile, a rebel army rises up, putting the nation in jeopardy.
