The largest triad gang in Hong Kong, "Wo Shing Society," holds its biennial election for leaders. Ah Lok (played by Simon Yam) and Big D (played by Tony Leung) are the two regional heads vying for the throne in secret, while various voting members engage in hidden power struggles for their own interests, making the election quite tumultuous. As a result, Ah Lok is elected again as the leader, but the dissatisfied Big D decides to challenge the gang rules. He aims to seize the scepter, a symbol of ultimate power, and form a new gang. Five underlings (played by Louis Koo, Alex Fong, Kevin Cheng, Lam Suet, and Lin Jiadong) get embroiled in the conflict, leading to intense infighting for control of the scepter. Ultimately, who will prevail remains uncertain.
