Joe (Tony Lo Bianco) is a contractor whose son Nick (Vincent Spano) is slacking off due to his quest for independence. Meanwhile, two conmen, Bobby (Jace Alexander) and Chip, rob Maddy's electronics store, a scheme orchestrated by local thug Carl (John Sayles). Joe owns the property on L Street, but the mayor is pressuring him to demolish L Street in order to develop the area and address the prosecutor's concerns about government corruption. City council member Wynn (Joe Morton) arranges for his relative Franklin to guard Maddy's electronics store during the night. However, the robbery goes awry, and Franklin manages to catch Bobby and Chip, while Nick escapes. Meanwhile, on L Street, black youths Desmond and Tito are harassed by corrupt cops. Frustrated, Tito robs Professor Les, who works with Wynn's wife, Lisa, in the park.
