The story takes place in 19th century Korea, where a ship carrying tribute on Donghwa Island was engulfed in a fire. To investigate the truth behind the incident, the court sends investigator Lee Won-kyu (played by Cha Seung-won) to Donghwa Island. However, shortly after their arrival, a murder occurs, with the victim's death being particularly gruesome and unbearable to look at. Soon, the murderer is captured, but the death toll continues to rise, including the captured killer, indicating that the forces behind the case are still active. Moreover, rumors circulate about the vengeful spirit of Commissioner An, who was wrongfully killed seven years prior, and the current victims are all intricately connected to that incident. Lee Won-kyu teams up with painter Du-ho (played by Ji Sung) to solve the case, but they find themselves at a loss with no leads.
